Can I submit a "Standard Change" during a Semester Freeze?

Generally speaking, "Standard Change Requests" are 'frozen' during a Semester Freeze, unless it has specific approval and is documented in the "Freeze Qualifications Exceptions" document. 

Here is an excerpt taken from the Minnesota State Change Management (CM) Process document. 

The Change Management process will be followed for all new installations or changes to production systems or environments. (This process is not for changes to Development (Dev) or Quality Assurance (QA) environments yet) For purposes of this document, a production system is defined as, “Any IT system that is used or supports the processing of a business’s daily operational work. This includes systems that are used to process real-time operations, batch transactions, and other business-critical systems. In comparison, systems used for development or testing would be considered non-production systems.” 

  • If the change needed is time sensitive, and needs to be done right away, an "Emergency Change Request" is recommended to be created. A link for how to create an Emergency Change Request during a Semester Freeze can be found here
